Resizes the matrix and loads the matrix with unform random number.

Arguments

min
Description:	The minimum value of the random number range.

max
Description:	The maximum value of the random number range.

numRows
Description:	The number of rows in the matrix.
Valid Range:	numRows ≥ 0

numColumns
Description:	The number of columns in the matrix.
Valid Range:	numColumns ≥ 0
